Are community-based social services for children with functional disabilities, adults with mental disabilities and children in out-of-family care a desire or a need? Is deinstitutionalisation a project, a change in thinking or a continuous process of development? How have European Union funds influenced the development of community-based social services in Latvia? What do representatives of local authorities think about the process? What support opportunities are offered by the European Union funds in the programming period 2021-2027?
