Arrangements have been developed for planning state budget resources for project implementation in the new EU funds programming period 

On Tuesday, March 17, the Cabinet of Ministers (CoM) adopted a CoM regulation on planning state budget resources for the implementation of European Union (EU) structural funds and Cohesion Fund projects and payments in the 2014–2020 programming period. 

Since on January 1, 2014 in Latvia and other EU Member States the new 2014–2020 EU structural funds and Cohesion Fund programming period began subject to new regulations of the European Commission, national legislative acts for the new period are being developed also in Latvia. They are being developed by the Ministry of Finance (MoF) as the EU funds Managing Authority in cooperation with the institutions involved in the management of EU funds.

The regulation prescribes a procedure for planning state budget resources for the implementation of EU funds projects in the new EU funds programming period, as well as for making payments and preparing payment applications and account lockouts for the European Commission. Similarly to the 2007–2013 EU funds programming period, the new CoM regulation will prescribe a procedure and specify cases when the MoF shall terminate further declaration of expenditure to the European Commission within the framework of an operational programming, priority axis, investment priority, specific support goal, related measure or project.    

In the regulation on the 2014–2020 programming period the repayment planning system in the state basic budget has been simplified, as well as groups of beneficiaries have been defined that could receive advance and interim payments in amount of 100% (up to now 90%). In order to ensure effective monitoring of the use financing and repayment of state loans, the CoM regulation stipulates stricter provisions for making advance payments and receiving state loans for the implementation of EU funds projects.
