The European Union (EU) Recovery and Resilience Facility is a financial instrument created by the European Commission in addition to the already known EU funds, as a response to the consequences of the Covid-19 pandemic and Russia's war in Ukraine.

At the end of last year, Latvia submitted a confirmation of the work done within the framework of the EU Recovery and Resilience Facility and a request for the second payment for 335.7 million euros. In the first stage of the Recovery and Resilience Facility investment, all nine set milestones were achieved and a payment of 201 million euros was received.

In the second stage, the implementation of the started projects and the start of the next projects continue, and it is already possible to assess the benefits provided by the funding for a large part of the projects, for example, in the digitalization of the justice system, the first stage of the E-lieta program has been successfully implemented and the public portal elieta.lv has been created, in the direction of climate in Saldus municipality, actions are already being taken transportation of schoolchildren by electric bus, as well as several entrepreneurs have successfully implemented energy efficiency measures and received capital discounts for debt repayment.

In the next stages of reforms and investments, the regional housing stock will be expanded by building up to 700 low-cost rental apartments, the improvement of 210 km of national and regional highways will continue, nine disaster management and emergency response centers will be built, and industrial parks will be created in each region with aims to develop business and create new jobs in the regions. In general, within the framework of the plan, it is planned to invest a total of almost 2 billion euros by the end of 2026, and everyone will feel the direct benefits.

About Recovery and Resilience Facility   

The EU Recovery and Resilience Facility is a centrally managed budget program of the European Commission, created in addition to the EU multi-year budget of the 2021-2027 programming period. The purpose of the program is to support reforms and investments related to the transition to a green and digital economy, as well as to mitigate the social and economic impact of the crisis. It is planned to invest 1.97 billion euros from the Recovery and Resilience Facility in the national economy of Latvia until the end of 2026, implementing reforms and making investments in all six directions of the Recovery and Resilience Facility: Green Transition (Climate, including REPowerEU), Digital Transformation, Reducing Inequality, Economic transformation, Health and Rule of Law.

The reforms and investments of the Recovery and Resilience Facility in Latvia are financed from the European Commission Recovery and Resilience Facility, with co-financing from the state budget.
