New modalities for granting national and EU support to projects for rural and fisheries development

On Tuesday, March 7, the government approved  Regulations of the Ministry of Agriculture (MoA) on the general procedures for granting, administering and monitoring the State and European Union aid for rural and fisheries development, laying down conditions for projects in  relevant rural and fisheries development measures to be submitted  to calls for proposals after  entry into force of the Regulations.

 The new rules include  general conditions for the measures of the Common Agricultural Policy Strategic Plan (CAP SP) 2023-2027 for rural development measures in the form of projects and the Plan for Fisheries Development (PFD) 2021-2027*. The general procedure shall not apply to projects previously submitted.

 These Regulations lay down  procedures for submission of project applications, evaluation of the project applications and taking of decisions, evaluation criteria of the project application, conditions for implementation of the project, as well as the general procedures for requesting public financing and payments.

 The new programming period for the European Agricultural Fund for Rural Development (EAFRD) for the period 2023-2027 started on 1 January 2023 and at the same time the programming period for the European Maritime, Fisheries and Aquaculture Fund (EMFAF) for the period 2021-2027 commenced on 1 January 2021 is ongoing.

These Regulations “General Procedures for Granting, Administration and Supervision of the State and European Union aid for Rural and Fisheries Development” shall be in force after publication thereof in the official publication “Latvijas Vestnesis”.

 The new Regulations will replace the Cabinet of Ministers Regulations No. 446 of 14 July 2022,  “Regulations regarding granting, Administration and supervision of State and European Union support for Development of Fisheries in the planning period 2021-2027.”

 * Plan for Fisheries Development (PFD) 2021-2027 replaces the Action Programme for Fisheries Development 2021-2027
