SJSC "Latvijas dzelzceļš" invites tenderers to submit tenders for the open tender "Modernisation of railway passenger infrastructure on the line Riga - Lugaži (Jugla, Garkalne): construction (design and construction works)".
The purpose of the procurement is to construct and modernise the Jugla and Garkalne railway stations and related infrastructure - elevated platforms, tracks, passenger and pedestrian infrastructure, lighting to ensure the accessibility of rail transport services to passengers, including people with reduced mobility, as well as to promote the growth in the number of rail passengers, developing the railway as a central element of the public transport system in Latvia.

The procurement is announced within the framework of the project "Modernisation of Railway Passenger Infrastructure", which will be financed from the European Union Cohesion Policy Programme 2021-2027. Further tenders will be launched in the first half of 2025 for the modernisation of the railway stations on the line Riga - Lugaži - state border and for stations in the Latgale region.
SJSC "Latvijas dzelzceļš" is implementing a station/stop modernization programme, under which by 2028 permanent elevated platforms will be built at least in 97 or 70% of stations and stops where passenger services are provided. The programme is being implemented in several phases:
Phase I - by 2019, elevated platforms were built at 27 stations/stops in the Jūrmala, Jelgava and Krustpils directions. The works have been carried out within the framework of several projects financed by the European Union funds and SJSC Latvijas Dzelzcels.
Phase II - by 2026, elevated platforms and related infrastructure will be built at least at 45 stations/stopping points in Jelgava, Skulte, Ogre, Tukums, Jūrmala, Bolderaja directions. The works are being carried out within the framework of the project "Modernisation of Railway Passenger Infrastructure" Phase 2 - EUR 52.9 million. The project is being implemented in the amount of EUR 2.5 million from the European Union funds for the 2014-2020 programming period (EUR 20.7 million), the 2021-2027 programming period (EUR 30.9 million) and funding from SJSC Latvijas dzelzceļš (EUR 1.2 million).
Stage III - by the end of 2025, construction of temporary elevated platforms at 17 stations/stops in Jelgava, Skulte, Ogre, Tukums, Jūrmala, Lugazi, Bolderaja directions. Directions. The works are being carried out within the framework of the project "Construction of temporary elevated platforms" for at least EUR 1 million. The project is to be carried out within the scope of EUR 1 million from the financing of SJSC "Latvijas dzelzceļš". Temporary platforms are being built at stations/stopping points where permanent elevated platforms will be built in the next phases of the programme.
Phase IV - by 2029, elevated platforms and the infrastructure adjacent to them to be built at least at 25 stations and stopping points in Liepāja, Lugažai, Jūrmala, Tukums, Aizkraukle, Rezekne and Daugavpils directions. The works have been carried out within the framework of several projects financed by the European Union funds for the 2021-2027 programming period.
