On December 3, 2024, the Cabinet of Ministers took note of the Ministry of the Interior's informational report "On the progress of the construction of permanent infrastructure on the state's external land border".

Thanks to state budget and European Union funding, Latvia's external border with Belarus and Russia is becoming even more secure, reducing the threat of hybrid warfare and ensuring the ability to respond in real-time to criminal offenses related to illegal border crossings.

Construction works on the Latvian-Belarusian border land sections along the constructed fence are nearing completion - they are primarily planned to be completed by the end of this year.

Meanwhile, on the Daugava River section, where a border fence is not planned, the construction of six observation towers and their access roads has been completed. These solutions significantly improve the work of border guards, allowing access to and control of the border zone. The construction of observation towers is provided with the support of European Union funding within the framework of a project implemented by the State Real Estate in cooperation with the State Provision Agency. The total project funding is 3,633,924 euros, including 75% European Union funding and 25% state budget funding.

Under the leadership of the State Real Estate, works on the Latvian-Russian border are also actively ongoing. There, the border fence has been built on approximately 86% of the total border length (283 km). Approximately 33 km of the fence remains to be built.

Significantly, funding of 95,958,631 euros has been allocated from the Border Management and Visa Instrument (2021-27) for the construction of technological infrastructure on the Latvian-Belarusian border (including 71,968,974 euros of the EU fund financing and 23,989,657 euros of national co-financing). The project plans the construction of technological infrastructure along 173 km, equipping the entire Latvian-Belarusian external land border with technological infrastructure. To ensure the construction of technological infrastructure, the necessary procurement procedures have been organized in the previous period, and contracts for the design and construction of technological infrastructure have been concluded. Within the framework of these contracts, design works are currently underway intensively, and construction works have also begun in one part of the works.

The constructed infrastructure will fully ensure uninterrupted guarding of the Latvian-Belarusian and Latvian-Russian external land borders.
