There are two types of project selections: • open selection, within the framework of which an equal competition is taking place between project applicants for the approval of the project application; • limited selection if the project applicant or the range of applicants has been identified in advance. In this case, all project applications that meet the criteria shall be approved and financed. Open selection of projects is the selection of project applications in which an equal competition is taking place between project applicants of EU funds for approval of the project application and the granting of EU fund funding. As part of the open selection of project applications, project applications shall be approved in a priority order, taking into account which project has obtained the most points on the basis of the criteria for evaluating project applications. The number of projects to be approved shall be determined on the basis of the amount of funding specified in the Cabinet regulations regarding the implementation of the specific aid target, which is available for the specific selection round. The restricted selection of projects shall be the selection of project applications, in which the Cabinet regulations regarding the implementation of the specific objective of aid have determined the range of project applicants of the EU funds, which are invited to submit a project application. Typically, it is one project submitter, such as a state agency that works on cutting unemployment, but there may also be several. As a general rule, all projects that meet the criteria for evaluating projects are financed because there is no competition between projects in this form of selection.
