On 23 July 2024, the government approved the Regulations prepared by the Ministry of Transport (MoT) for the implementation of the project: the construction of Jāņa Čakstes gatve (the Southern Bridge, Phase 4), with co-financing from the Cohesion Fund (CF).

The applicant and beneficiary of the project is the Riga City Municipality. The total planned funding is EUR 84.1 million, including EUR 71.5 million from the CF and EUR 12.6 million from the municipality.

The project for the construction of Jāņa Čakstes gatve (the Southern Bridge, Phase 4) will create a crucial missing link in the European transport network (TEN-T) within the infrastructure of the Riga urban area. This new connection to the TEN-T element is strategically important for fully integrating the Eastern Highway with its access roads to the port and the Latvian main road network.

The construction of Jāņa Čakstes gatve (the Southern Bridge, Phase 4) will prevent disruption to transport infrastructure by creating alternative routes for transit and freight transport on the TEN-T network. This will separate them from local public transport flows, reduce travel time, increase traffic capacity, and improve road safety. Consequently, the project will enhance mobility and accessibility in the state city of Riga.

The approval of the project and the conclusion of the project implementation contract with the Central Finance and Contracting Agency (CFCA) are planned for Q4 2024. The implementation of the project and the execution of the construction works are scheduled from Q4 2024 to the end of 2027.
