CoM approved regulations on EU fund technical aid implementation 2007-2013
On December 18, the Cabinet of Ministers (CoM) approved Regulations of the CoM developed by the Ministry of Finance on European Union (EU) fund technical aid implementation according to which administration and support of EU fund operational programmes Human Resources and Employment, Entrepreneurship and Innovations, and Infrastructure and Services will be carried out.
In the period between 2007 and 2013, similarly to the period of 2004-2006, the EU funding will be received by the institutions involved in the EU funding administration – 11 responsible institutions (ministries and State Chancellery), 8 cooperation institutions (state agencies and Society Integration Fund), as well as 5 planning regions. The funding allocated to 5 planning regions will be utilized to continue information and consultation work in regions started in 2006 with regional structural fund information centres as intermediate bodies.
There is 113 million euro (80 million lats) or 2.5% of total EU funding allocated for administration and support of 4.5 billion euro worth EU operations programmes. According to the European Commission conditions member states can allocate till 4% of total EU funding for this aim. EU fund technical aid will be used for efficient administration and support, supervision, evaluation, control and publicity of EU operational programmes including such activities as project applications assessment, EU fund informative and publicity, supervision, evaluation activities, creation and implementation of EU fund computerized information system and its linkage to other information systems, ensuring controls and audits, organization of trainings, conferences and seminars, and financing of regional structural fund information centres.
Regulations on co-financing from the state budget in amount of 20%.
