In the event of successful procurement, it is planned to conclude an agreement on the introduction of the early warning system or so-called cell broadcasting system in Latvia at the end of this year.
The Information Centre of the Ministry of the Interior (IEM) is undertaking work to implement the cell broadcasting system. In particular, research on the implementation of the system has been completed, as well as joint understanding of the system architecture and cooperation arrangements has been reached during discussions with Latvian mobile operators.
The public procurement procedure “Establishing and maintaining an Early Warning System (ABS +) for a period of four years” has been launched in the process, the first order documents submitted by the five bidders are being evaluated.
The second round of procurement is scheduled to be announced in September, and in the event of a successful procedure, a contract with the performer is scheduled to be concluded at the end of this year. The indicative amount is EUR 4,270 500 from the European Regional Development Fund.
The system has high accessibility requirements. Including integration with the infrastructure of three mobile operators. The launch of the system is scheduled for 2024.
It has already been reported that on 13 April 2021, the Cabinet supported the solution prepared by the Ministry of Interior for the development of the country's early warning system, which foresees the introduction of so-called cell broadcasting in Latvia, so that in risk situations residents can receive an early warning on their mobile phones.
This means that people who will be in the endangered area will receive information on their mobile phones at the same time on the hazards, as well as on recommended behavior. It will be possible to use the cell broadcasting system regardless of the size of the area at risk and the amount of mobile phone subscribers in the area.
