Energy efficiency improvement works are actively underway in dozens of apartment buildings across Latvia. The support program for enhancing energy efficiency in apartment buildings, initiated in the previous EU funds planning period, will conclude on December 31 of this year. Upon analyzing the information provided by authorized representatives of apartment owners, the Development Finance Institution "Altum" (Altum) has concluded that the implementation of 36 projects has not been completed, and the realization of these projects will continue in the 2024 construction season.

To ensure the projects can be completed next year without losing the EU fund support approved for the building, the government approved amendments proposed by the Ministry of Economics in its session on October 31 of this year. These amendments stipulate that energy efficiency projects for multi-apartment buildings initiated can be completed by October 1, 2024.

Concurrently with the amendments, it has been established that the submission of documents to Altum regarding applicable expenses incurred by the building up to November 30, 2023, will continue until December 1 of this year. These expenses will be allocated and covered from the 2014 - 2020 EU funds planning period’s financing.

Additionally, with the amendments, it has been stipulated that the activities of initiated energy efficiency projects conducted from December 1, 2023, to October 1, 2024, will be allocated and covered from the new EU funds planning period (2021—2027) financing.

In total, 623 energy efficiency projects in apartment buildings have been approved under the support program of the previous EU funds planning period, of which 493 projects have been completed, 94 projects will be completed this year, but 36 projects require an extension for completion.

Detailed information about the amendments in the Cabinet of Ministers' rules from March 15, 2016, No. 160 "Implementation rules for the Operational Programme "Growth and Employment" specific support objective 4.2.1.
