Government approves regulations for broadband infrastructure development with support of Recovery and Resilience Facility

On 12 December, the government approved the regulations of the Cabinet of Ministers developed by the Ministry of Transport (MoT), which lay down the procedure for implementing and monitoring the investment of Recovery and Resilience Facility (RRF) in the amount of 16.5 million euros to develop the "last mile" infrastructure for broadband or very high performance networks.

The investment aims to create an electronic communications infrastructure capable of delivering internet services at speed of at least 300 Mbit/s to households, businesses, educational and medical institutions, as well as public buildings throughout the country, by establishing technology-neutral connections that support sustainable next-generation fixed and fixed-wireless network connectivity. This investment enables the Ministry of Transport to implement "Broadband Infrastructure Development" reform. 

 The EU’s connectivity target aims to ensure that by 2030 all households, businesses, education, healthcare and other public services are connected to a very high performance network and that all locations are covered by next generation wireless high speed networks with performance of at least equivalent to 5G.

 The objective of the study carried out by the MoT was to examine the compliance of electronic communications network infrastructure and electronic communications services with European connectivity objectives. It was concluded that areas outside the major cities lack the "last mile" infrastructure capable of providing internet access services that meet European connectivity objectives. Moreover, due to the high cost of building data networks, the electronic communications companies have insufficient interest to deploy very high performance electronic communications networks in economically disadvantaged areas.

 As part of the implementation of the European connectivity objectives, it is planned to provide internet services with a data transmission speed of at least 300 Mbit/s to 6,200 households, companies, educational and medical institutions, as well as public buildings by June 30, 2026.

 The beneficiaries of financial support are electronic communications merchants who will be selected by the Central Finance and Contracts Agency (CFLA) through an open call for proposals.
