Latvian National Strategy for Acquisition of EU Funds 2007-2013 has been approved
On September 25, Commissioner for Regional Policy Danuta Hübner and Minister for Special Assignments for Administration of European Union Funds Normunds Broks signed a 4.53 billion euro „worth” Latvian National Strategy for Acquiring of EU Funds 2007-2013 – Latvian National Strategic Reference Framework and operational program „Entrepreneurship and Innovation” which determines directions of EU fund support for entrepreneurship.
„Signing of both strategic documents foresees a forthcoming opening of 2007-2013 EU fund financing competitions,” said N.Broks, underlining that first project competitions were announced exactly for support of entrepreneurship – improvement of enterprise competitiveness, innovations and support for science, which would help to facilitate increase in export and improvement of Latvian economic competitiveness in Europe and world.
National Strategic Reference Framework (NSRF) is a strategy for structural fund (ERD, ESF) and Cohesion fund acquisition in 2007-2013 which is equivalent to structural fund acquisition strategic document for 2004-2006 – Single Programming Document.
Three strategic objectives:
development and efficient utilization of human resources;
strengthening competitiveness and progress towards a knowledge-based economy;
improvement in public services and infrastructure as a precondition for balanced national and territorial development.
For development and efficient utilization of human resources 1.15 billion euro or 25% of total NSRF allotment were allocated, for strengthening competitiveness and progress towards a knowledge-based economy – 0.17 billion euro or 16% of financing, and for improvement in public services and infrastructure as a precondition for balanced national and territorial development – 2.67 billion euro or 59% from total EU fund financing allocated to Latvia.
Directions of EU fund support included in NSRF are set forth more detailed in three strategic documents - operational program „Human Resources and Employment”, "Entrepreneurship and Innovations" and "Infrastructure and Services”. Discussion about the programs not approved is in the final stage – it is planned that both programs will be signed till the end of the year.
