Ministry of Finance gives proposals for faster utilization of state budget resources within EU funds projects

On Tuesday, September 15, in the sitting of the Cabinet of Ministers the Government took a conceptual decision on re-distribution of state budget resources within activities of the European Regional Development Fund, European Social Fund and Cohesion Fund in the programming period 2007–2013 to facilitate acquisition of state budget resources allocated for financing of the European Union (EU) fund projects in full amount.    

The Ministry of Finance (MoF) as an EU funds managing institution evaluated information on forecasted acquisition of state budget resources within EU fund projects provided by responsible ministries and concluded that within several activities in 2009 only partial acquisition of the financing is planned. Therefore according to the proposal of the MoF the Government decided to channel state budget financing to EU fund activities where this financing will be acquired already in 2009, thus notifying the expenditure to the European Commission faster and retrieving them back as state budget revenue.   

For example, the Government decided to redistribute the financing not acquired within three activities of the Ministry of Economics (MoE) – 656.8 thousand lats – to the MoE activity envisaging support to unemployed persons and launching entrepreneurship. For this activity it is also possible to redistribute financing in amount of 1.6 million lats from the activity the Ministry of Regional Development and Local Government oriented towards development of information systems and electronic services. Also for this activity 707.9 thousand lats will be allocated initially reserved for the MoF activity envisaging performance of structural reforms and strengthening of analytical capacity in the public administration.     

From the activity of the Ministry of Transport aiming at improvement of traffic safety in populated areas outside Riga 1.59 million lats will be redistributed to the MoF budget sub-programme “Financing for Implementation of Projects and Measures Co-Financed from the European Union Policy Instruments and Other Foreign Financial Assistance”. This financing will be reserved for other EU structural fund and Cohesion Fund projects and in nearest future the MoF will prepared proposals for further utilization of this financing.
